
The National Association State Chief Information Officers (NASCIO) has released the second of a series of reports on business architecture, making “the case for enterprise architecture as a necessary discipline for planning and organizing continual transformation. Transformation should be a continual activity.”
The association continues: “However, there are times when change management is tied to an event such as the change in administration. Governors won’t run on an enterprise architecture platform. They will run on a platform promising to address current and anticipated issues important to citizens. We make the case that whatever platform is being prescribed, whatever the intended outcomes are, as well as the pursuit of continual transformation, the activities, business and technology capabilities must be organized and orchestrated effectively to achieve that prescribed change. The discipline of enterprise architecture is a strategic enabling discipline for achieving that orchestration.”
Part 2 of the series on business architecture: Enterprise Architecture – A Guide to State Government Continual Transformation, builds on part 1, which was released in March.
Eric Sweden, MISIH, CGCIO, NASCIO Program Director, amplified on how the association is positioning the second part, telling Architecture & Governance:
“The evolution of EA has progressed from some states integrating data architecture within an overall enterprise architecture to over 60% of state executive branch agencies are now required to adhere to an established EA roadmap and standards. In the many years that NASCIO has been studying state progress towards effective and mature governance and EA, we still have found that EA isn’t widely understood outside of the CIO’s office. This series presents the motivation for investing in the broader discipline of EA and the value that it brings to state government as blueprint for guiding the selection and delivery of business and technology capabilities.”
